<p>The RIMES region is prone to hydro-meteorological and geologic hazards which severely undermine the livelihoods of people and the overall growth trajectory of the countries. Generating accurate and actionable early warning information is heavily dependent on monitoring and observation data and provides a foundation for<span style="font-size: 11.5pt; font-variant: normal;"><span style="font-family: Arial;"><span style="color: #1e2228;"><span style="background-color: #ffffff;"><span style="font-weight: 400;"><span style="font-style: normal;"><span style="text-decoration: none;"> effectively managing and reducing disaster and climate risks. </span></span></span></span></span></span></span></p></br>
<p><strong>Availability of data from dense observation networks is key to generating high-resolution forecasts</strong>. However, the Least Developed Countries (LDC) and Small Island Developing States (SIDS) in the region, although disproportionately affected by climate impacts, have significant gaps in observation systems and lack adequate resources and appropriate institutional mechanisms to address the gaps.</p></br>
<p><strong>RIMES assists National Meteorological and Hydrological Services (NMHSs) in low-capacity countries to enhance data availability by establishing and upgrading observation and monitoring systems. </strong>RIMES provides expertise and support for the operation of national stations of regional importance to ensure sustained data flow that is assimilated into modeling systems for improving forecast accuracy.</p></br>
<p>Furthermore, to promote data access among agencies for robust climate prediction and effective early warning response, <strong>RIMES assists NMHSs through data platforms for reliable integration, sharing, and management.</strong> RIMES works closely with regional as well as global centers like European Center for Medium-Range Weather Forecasts (ECMWF), World Meteorological Centers (WMCs), and WMO Regional Meteorological Centers (RSMCs).</p>

<p>Vulnerable communities across Asia, Africa and the Pacific are among the hardest hit by disasters, particularly extreme weather and climate events which are increasing in frequency and severity as a result of climate change.</p></br>
<p>As a core service,<strong> RIMES enhances capacities of national hydrometeorological and disaster risk reduction institutions</strong> to utilise global predictions and integrate customised climate/weather models for producing high-resolution forecasts with sufficient lead time for preparedness and response to manage extreme weather and climate events.</p></br>
<p><strong>RIMES facilitates regional cooperation and offers technical and strategic expertise</strong> in sharing data and implementing best-practices for generating reliable and accurate forecast products within the RIMES region.</p></br>
<p>In order to create a sustainable and scalable impact among the end-users, <strong>RIMES integrates model development and forecast generation with a suite of user-tailored tools and dynamic web-portals to enhance user’s capacities</strong> to access, customise and apply forecast services.</p>

<p><strong>RIMES facilitates a co-production approach in design and development of decision support systems to transform data into actionable information</strong> for managing resources, mitigating risks and supporting risk-informed decision making. Integrated weather, climate, ocean, and hydrological services contribute to timely and effective decision-making that supports resilient development, resulting in greater socioeconomic benefits.&nbsp;</p></br>
<p>RIMES supports the co-production approach in collaboration with the NMHSs, intermediary stakeholder institutions in agriculture, water resources, disaster management among others, and other technical agencies to generate customized hazard information for the end-users: from the national, regional or community-level decision-makers to communities at risk.</p></br>
<p>With the fast-evolving landscape of data-driven DSS tools and service delivery, we continue to&nbsp;</p></br>

<p><strong>A sustainable climate service value chain requires a robust action plan for capacity building at all levels.</strong> This encompasses regional and national institutions&#8217; capacity for data management, climate monitoring, analytics, forecast generation and interpretation, to climate service delivery, user-empowerment and last-mile communication.</p></br>
<p><strong>At RIMES, we recognize and enhance NMHS’s capacity to produce user-tailored weather and climate information</strong>. We build institutional capacity to translate early warning information into sectoral impact forecasts to guide advisory generation, and enable end-users to access forecasts and warnings, understand risks and act. We constantly evolve and innovate across the early warning service delivery chain in line with the national and regional priorities and integrate climate risk information for sectoral application and decision making at all levels.</p></br>
<p><strong>RIMES strives to identify and address gaps in technical, institutional and operational areas </strong>enhancing the effectiveness of early warning and disaster risk management measures within a multi-hazard framework.</p></br>
<p><strong>Our research agenda is guided by cost-effective demand-driven solutions and rapid provision of accurate and customized warning information. </strong>RIMES continuously engages in research and development activities to build capacity on new techniques and deliver user-relevant solutions.&nbsp;</p></br>
<p>Over the last decade, RIMES has made considerable progress in the region, in establishing end-to-end early warning systems through institutional capacity building and research and development. This includes the establishment of Regional Tsunami Watch Providers, National Tsunami Warning Centers, supporting National Hydrological &amp; Meteorological Services, and other institutional mechanisms for warning dissemination and community preparedness.</p>
