The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received for financing from the Tamil Nadu State Disaster Management Authority (TNSDMA) toward the cost of Developing Tamil Nadu Muti-hazard Potential Impact Assessment, Alert, Emergency Response Planning and Tracking (TN-SMART) Project and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include an individual consultant – Communication Expert to support the TNSMART project. Reporting to the Project Coordinator and working closely with the project team, the consultant will lead the development of communication materials and public outreach tools. Key responsibilities include designing reports, disaster management plans, and thematic action plans, producing visual content (e.g., pamphlets, videos, infographics), managing TNSDMA’s social media platforms, and preparing press releases, alerts, and meeting documentation to support effective communication and stakeholder engagement.

Assignment Title: Individual Consultant – Disaster Risk Management Specialist
The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received for financing from the Tamil Nadu State Disaster Management Authority (TNSDMA) toward the cost of Developing Tamil Nadu Muti-hazard Potential Impact Assessment, Alert, Emergency Response Planning and Tracking (TN-SMART) Project and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include an individual consultant – Disaster Risk Management (DRM) Specialist to support the TN-SMART project. Reporting to the Software Development for Early Warning System Specialist and working in coordination with the project team, the consultant will contribute to the development of key planning and risk analysis tools. This includes the preparation of a Dynamic Composite Risk Atlas, hazard and vulnerability assessments, and multi-level disaster management plans. The DRM Specialist will also support the updating of disaster policies, standard operating procedures, and emergency response plans, while enhancing impact-based forecasting and ensuring dynamic database updates in coordination with relevant experts and agencies.

DESCRIPTION OF REQUIREMENTS
The Regional Integrated Multi-Hazard Early Warning System (RIMES), invites qualified interested vendors to submit Expression of Interest (EOI) to participate in the upcoming solicitation for a Consultancy for a Firm that will develop an Integrated Weather and Climate Data Analytics and Visualization Platform.
The Consulting Firm is expected to provide end-to-end System development services and capacity-building support. This includes the following tasks:
1. Assessment and Cataloging of Existing Systems and Data Sets
2. Development of the System
3. Localization and Maintenance
4. Capacity Building
Under the United Nations Environment Programme (UNEP)-led and Green Climate Fund (GCF)-supported project titled “Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste,” RIMES will contribute to ensuring accurate and timely forecasts by providing an Integrated Weather and Climate Data Analytics and Visualization Platform equipped with advanced technology and software. This will enable meteorologists and weather analysts to gather and analyze data from multiple sources such as satellites, radar, and weather stations, among others, while also providing real-time updates, alerts, and warnings essential for the different sectors and communities.

DESCRIPTION OF REQUIREMENTS
The Regional Integrated Multi-Hazard Early Warning System (RIMES), invites qualified interested vendors to submit Expression of Interest (EOI) to participate in the upcoming solicitation for the Supply and Installation of, and Training on Survey Equipment for Timor-Leste
The key components of the assignment are the following:
1. Supply the following: data logger with its accessories, laptop, and data management software; submersible tide gauge; echosounder including the hydrographic software and rugged laptop; drone with RTK module and its accessories, laptop, and data processing software; and GPS device for bathymetric and topographic survey. All of which follow the minimum required specifications.
2. Installation of equipment in the identified location and software program or data management system in data facility, with the participation of trained personnel from partner agencies.
3. Train key staff from relevant partner agencies to build capacity in:
a. Use, monitoring and maintenance of data logger, including the operation of the data management software for 10 technical staff members for 5 days;
b. Use, monitoring and maintenance of submersible tide gauge for 10 technical staff members for 2 days;
c. Use, maintenance, and calibration of the echosounder, including the use of the hydrographic software for 10 technical staff members for 5 days;
d. Use, maintenance, and calibration of the drone and the RTK module, including the use of the data processing software for mapping for 10 technical staff members for 4 days.
4. Prepare the standard operating and maintenance procedures for the logger/gauges, data
receiving facility, and the survey equipment
Under the United Nations Environment Programme (UNEP)-led and Green Climate Fund (GCF)- supported project titled “Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste,” RIMES will contribute to enhancing the generation, accessibility, and application of in-country user-relevant climate services by establishing data logger/tide gauges on the North Coast of Dili, Timor-Leste, deploying an echosounder, self-recording submersible tide gauge, GPS device, and drone for in-situ observation, while also building the capacity of key staff to install, operate, and maintain equipment.

2. Installation of equipment in Dili coast, Timor Leste, and software program or data management system in on-shore data facility, with the participation of trained personnel from National Directorate for Meteorology and Geophysics (DNMG) and partner
agencies
3. Train key staff and relevant partner agencies to build capacity in:
● Telemetered wave buoy assembly, calibration (level 1), and performance testing for 5 technical staff members for 2 days;
● Telemetered wave buoy installation, maintenance, and routine operation, including buoy rescue in case of drift for 10 technical staff members for 5 days; and
● Data management systems, from detection to data transmission at the on-shore data facility for 10 technical staff members for 1 day
Under the United Nations Environment Programme (UNEP)-led and Green Climate Fund (GCF)- supported project, titled “Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste,” RIMES will contribute to improving the generation, access to, and application of in-country user-relevant climate services through the deployment of and training on marine buoy for wave observation and subsequent risk monitoring and
assessment.

Strengthening local infrastructure and providing necessary skills to mid-level IT personnel will not only enhance resilience to natural hazards, safeguard lives and properties, and ensure continuity of essentialservices during emergencies but also foster self-reliance in disaster risk management efforts.
