Background: The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its
                         Member States, for the generation and application of early warning     information. RIMES evolved from the efforts of countries in Africa and Asia, in  the aftermath of the

Position Description:   The objective of this Full Stack Developer is to support the development of CDIS Platform.

Contract Type:             Full-time, project-based contract.

Duty station:               Dhaka, Bangladesh. RIMES has the right to change job location whenever  required.

Minimum Qualifications:

Knowledge

• At least a Bachelor’s Degree in Computer Science/ Engineering, or other related fields, non CS background with good programming skills are encouraged to apply also.

Experience

• Minimum experience of Three (3) years in software development, with proven track record in full stack system development

• Experience in developing data analytics and geospatial data applications will be considered a plus.

• Experience in developing reactive frontend applications.

• Experience in designing/developing RESTful APIs.

• Knowledge of security best practices for APIs, including encryption, tokenization, and rate limiting

Major Duties and Responsibilities: 

The Full Stack Developer – CDIS will report to the project implement unit, with supervision of the System Development Lead, and will coordinate with team members and relevant stakeholders. Full Stack Developer shall have the following specific tasks:

• Develop the front-end of the CDIS platform with well-known and supported frameworks.

• Process hydrological and meteorological data, automate data processing with task queues.

• Build REST API services for serving processed data, store user data.

• Integrate web GIS-based visualization and analytics in frontend and provide API support accordingly.

• Mine data relevant to the required CDIS modules from openly available data hubs.

• Process and visualize time series of meteorological and hydrological data with 2D graphics frameworks.

• Deploy frontend and backend applications in Linux based physical servers/virtual machines.

• Test APIs and frontend components for performance, reliability, and security 

• Resolve issues including, but not limiting to, debugging, UI modifications, API structure changes for optimized data loading.

• Actively address non-functional requirements such as performance, security, scalability, continuous integration, migration, and compatibility.

• Extend the UI interface as and when need arises and integrate it with backend microservices or ETL/ELT processes

• Handle data in different formats (XLS, CSV, XML, NetCDF, HDF5, GRIB, etc.) and use these data in the tool development.

• Meet the system design and performance, as required by the project

• Maintain consistent, high-quality, stakeholder-focused approach in completing the RDAS 

• Generate and maintain a detailed technical API and user documentation for the CDIS platform.

• Evaluate the multiple data accessible at IMD & NCMRWF to design and improve weather and climate decision support systems.

• Customize and optimize model configurations to meet specific forecasting needs. Develop scripts and tools to automate data processing and model output analysis.

• Establish and improve data assimilation techniques to incorporate diverse observational data into meteorological models. Assess the influence of different sources of data and assimilation techniques on the precision of forecasts.

• Monitor real-time weather conditions and update forecasts as needed. Analyse meteorological data from various sources including satellites, radar, and surface observations.

• Conduct research to improve understanding of atmospheric processes and model physics. Participate in scientific conferences, workshops, and training sessions.

• To support in technical teams developing systems and modules utilizing the latest technological advances, building on the existing mechanisms to enable MHEWC to access, analyse and process all required data and information from various sources in the state, country, region and globe for proactive management of disasters in Tamil Nadu & Odisha.

• Create an integrated solution for comprehensive risk management for all hazards in Tamil Nadu & Odisha addressing sectorial risk management decision-making for all sectors that are sensitive to weather/ climate and other disasters.

• Collect relevant data required for the system development from various stakeholders, perform data quality checks, prepare them in appropriate geospatial data format and integrate them into the systems. 

• Geo-reference the vulnerable locations of pilot districts in Odisha & Tamilnadu and integrate into the web tool. 

• Collate past disaster data and identify hazard triggers that turns hazard into disasters in vulnerable areas of Odisha & Tamil Nadu. 

• Assess forecast based disaster risk in vulnerable areas and ways to formulate response planning with emergency database. 

• Assist in providing technical support to the development team and in preparing technical reports and outreach materials. 

• Identify range of digital geospatial forecast products for heavy rain, flood, cyclone, forest fire, drought, tsunami, swell waves, and integrate these products into the web tool.

•  Utilize the domain knowledge, modelling skills and assist in the system implementation plan.

4. Maintain human resources records for staff by documenting the hiring, transfer, termination, change in job classifications etc. in hard copy and soft copy both.

5. Maintain Staff Leave record timely and keep documents up to date in soft copy as well as hard copy.

6. Prepare a staff personal file for each staff containing documents like updated cv, last education certificate, recruitment and selection related files for new staff, medical certificate, police verification certificate, leave applications and record etc.

7. Set up and schedule meetings for interviewees, hiring managers, employees, and department heads, as needed.

8. Create new email address for new staff and close at the time of exit.

9. Probation period evaluation and finalization for new staff.

10. Prepare exit files when staff leave rimes and finalize final settlement with HQ.

11. Collect approved MIS Timesheets and Progress reports from all Staff by 25th of each month and submit them to the finance department.

Procurement, purchasing and contract management:

• Assess procurement requirements, prepare procurement plans, draft specifications and initiate procurement process

• Assist to prepare procurement / tender documents for PR RFQs, RFPs, P.O. etc for procurement.

• Evaluate tenders and quotation documents as and when required.

• Check quality of deliverables and ensure that procured items are delivered properly as per specification as well as contract agreement and deal with performance evaluation of vendors
