Position Title: Technical Officer

Position Description:

The Technical Officer supports RIMES’ intervention under various ongoing projects in the following areas: support to project activities at national and field levels; provide technical support in meteorological data analysis, integration, tool/application development, assist in recording and reporting of project expenditures; assist in research, documentation, and periodic reporting of project implementation; and assist in project evaluations. The Technical Officer also supports the Bangladesh Meteorological Department (BMD) and Flood Forecasting and Warning Center (FFWC) as per requirement.

Duty station:

Bangladesh Meteorological Department/Flood Forecasting and Warning Center Dhaka, Bangladesh. RIMES has right to change the job location when necessary.

Type of Contract:

Full-time contractual

Minimum Qualifications:

Knowledge:

  • Master’s degree in meteorology, bachelor’s in physics, geography, or environmental management
Experience:

  • 2.5 years of relevant experience
Skills and Abilities:

  • Efficient in Linux operating system, at least one programming language, numerical weather prediction models, strong organizational skills; excellent English proficiency in communication, presentation, and report writing; demonstrated research skills
Personal Qualities:

  • Excellent interpersonal skills; team-oriented work style; pleasant personality; strong desire to learn and undertake new challenges; a creative problem-solver; willingness to work hard; interest and experience in working in a multicultural environment

Statement of Work:

  • Support in operating/customizing/calibrating/automating numerical weather prediction models, processing and analyzing meteorological data.
  • Uptake research and capacity building activities, provide technical support/summary in model development, generate value added information on top of meteorological products application development
  • Provide assistance national hydromet service providers and coordinate with stakeholders of national down to local levels to facilitate implementation of project activities
  • Analyze data and gather information required to support tool development, risk and user need assessments
  • Assist in assessments, meetings, training workshops, forums, conferences, and related preparatory events
  • Assist in processing for activity budget; record and report expenditures against budget, with proper support documentation, at completion of project activity
  • Undertake field visits to monitor implementation of activities as required, as well as receive local level feedback
  • Assist installation of equipment such as automatic weather stations
  • Assist in the facilitation and management of field visits by donors and partners
  • Assist in the documentation and dissemination of best practices and lessons learnt
Support to monitoring and evaluation of projects:

  • Assist in identifying constraints and problems in efficient project delivery, and suggest corrective actions
  • Support in gathering data and information on progress of implementation against project targets and performance indicators
  • Assist in impact assessment studies
Others:

  • Support BMD/FFWC in areas of need, as assigned by immediate supervisors
  • Other duties and responsibilities as assigned by immediate supervisors
Expected Outputs:

  • Monthly progress reports on assigned tasks
  • Project deliverables according to timeline agreed with immediate supervisors
