The project aims to strengthen capacities to manage extreme weather events through the development of standard operating procedures, forming capacity in vulnerability assessment, and through a series of trainings at national and regional levels for managing extreme weather events. Key activities include the review of early warning system in project countries; the development of regional training curriculum on improving collection and sharing of reliable forecasts to national agencies; the development of vulnerability profiles for Cambodia and Timor-Leste; the development of national SOPs for early warning; and training of forecasters in the provision of annual, seasonal, monthly, and real-time forecasts for preparedness planning, response, and risk reduction.

The project aims to establish 4 real-time sea-level stations in Myanmar (1), the Philippines (1), and Vietnam (2) for monitoring earthquakes, for tsunami early warnings. Key activities include site survey to determine location appropriate for tsunami warning, design and construction of seismic vaults, equipment acquisition, and on-site installation, telemetry, and reliability testing.
